Transposition of Norwegian Batteries Directive expected before summer break

In November 2011, the draft of an amendment regulation which will fully transpose the EU Batteries and Accumulators Directive 2006/66/EC was released. It is expected to be adopted at the beginning of July 2012 by parliament and to be published before the summer break.

The draft extends producer responsibility obligations from only hazardous or rechargeable batteries as under the current legislation, to all batteries, and sets a waste batteries collection target of 30% of the weight of batteries put on the market in the past year.

All producers of portable and industrial batteries must comply through an approved waste battery system or, for batteries integrated into EEE, one of the approved WEEE systems. No provision is made for individual compliance. However, none of the WEEE systems have shown an interest in acting as battery systems for their members.
