Proposed Implementation of the WEEE Recast in Sweden

In September 2012, the Swedish Environmental Protection Authority (SNV) and the Ministry of Environment agreed to prepare a proposal to implement the WEEE Recast (2012/19/EU). The proposal was released on 20 June 2013.

SNV’s proposal includes the following changes:

  • Retailers and distributors of EEE would be required to take back WEEE. They would have an obligation to return collected WEEE to the producer or an approved WEEE organisation.
  • B2C WEEE organisations would require SNV approval, based on a set of legal requirements. Individually complying B2B producers would not be subject to the approval process.
  • WEEE must only be handled by approved WEEE organisations. This condition is seen by some as a potential conflict with the individual compliance option for B2B producers.
  • Membership to an approved WEEE organisation would meet the financial guarantee requirement on producers of B2C EEE.
  • The obligation to display the name of the responsible producer on an item of EEE would no longer be in place.
