Producers of portable batteries
Producers can comply by participating in
- a collective system
- an individual system
Individual compliance is financially unattractive in Estonia.
Producers of industrial batteries
Individual compliance is permitted and requires submission of a waste plan and financial guarantee.
Packaging requirements
Obligated parties must register and submit data based on the amount of packaging handled, to the Ministry of the Environment.
The deadline for meeting recycling targets in Estonia is delayed until 31 December 2012 in accordance with the amendment to the revised Directive, 2005/20/EC.
Producer take-back obligation is limited to a list of packaging specified in the Regulation of the Minister of Economic Affairs on the list of returnable packaging (1997). According to the Packaging Law, packaging is anything used to cover goods for containment, protection, preservation, presentation, transport or marketing, irrelevant from shape, method of manufacture, material or the number of times it is used.
Thresholds
The obligation also does not apply to:
- small packs, defined as having a volume of less than 200ml or weighing less than 10g,
- packaging of hazardous contents, as defined by Estonia's 1998 Waste Act.
