Producers of portable batteries
Producers can only comply by participating in a collective syste. Individual compliance is not permitted.
Producers of industrial batteries
Individual compliance is permitted. Alternatively, producers may participate in a collective scheme.
Packaging requirements
Obligated parties must register and submit data based on the amount of packaging they handle, to the General Inspectorate of Environmental Protection.
The deadline for meeting recycling targets in Hungary is delayed until 31 December 2012 in accordance with the amendment to the revised Directive, 2005/20/EC.
Individual compliers must register with the authorities. Initial registration must be for a period of two years, but this can be renewed for periods of five years.
The Act on an Environment Product Fee, 1995, requires packaging fees to be paid by the first distributor, user or importer, according to the weight and type of material.
Since 2001, packaging has been exempt from the Environment Product Fee provided certain recovery and recycling targets were met. However, the Product Fee Exemption Decree adopted in March 2003 amended the targets, set certain additional conditions and limited the extent of relief from the product fee.
Thresholds
Very small producers are exempt from take-back, recycling and recovery obligations. This applies to companies selling to the consumer per annum no more than:
- 200 kg of plastics or metal primary packaging,
- 500 kg of paper and board primary packaging, and
- 800 kg of glass primary packaging.
