Registration, collection and recycling obligations for batteries producers

Producers of portable batteries

3 options for compliance are available to producers for all portable battery types:

  1. Purchase of recovery notes issued by a waste management company
  2. Membership of collective organisation
  3. Payment of environmental pollution tax. An ‘environmental pollution charge’ has applied to batteries since 2003. Since 2007, it had been set at EUR 145 per tonne on all types of batteries. As of 1 January 2012, the tax rate has been set at LTL 10,000 (EUR 2,895) per tonne.
Producers of industrial batteries

No approved waste plan is required for individual compliance, but recovery notes are needed to be supplied as evidence of take-back and treatment. The Lithuanian environmental pollution tax applies to industrial batteries.

Packaging requirements

The competent authority to which obligated parties must register and submit data based on the amount of packaging handled is to be confirmed for Lithuania.

The deadline for meeting recycling targets in Lithuania is delayed until 31 December 2012 in accordance with the amendment to the revised Directive, 2005/20/EC

Producers, importers and sellers, as well as other economic operators, may establish collective organizations for the collection and management of packaging and packaging waste, which assumes the duties of administering record keeping of packaging and packaging waste, and performing other duties imposed on economic operators under this Law.

Thresholds

The Packaging Regulations in Lithuania applies to all organizations covered by the law. Manufacturers and importers putting less than 500kg of packaging onto the Lithuanian market during the reporting period are exempt from the reporting requirements and from payment of the pollution tax.
